Lifeline vs. ACP: What's the Difference?

Lifeline and the Affordable Connectivity Program (ACP) are often confused. Here's how they differed — and which one is still active.

Two different programs

Lifeline and ACP were both federal programs designed to make communications service more affordable, but they were created separately, funded differently, and had different eligibility rules.

Lifeline at a glance

  • Created in 1985; still active today
  • Funded through the Universal Service Fund
  • Provides an ongoing monthly discount, generally up to $9.25/month
  • Eligibility based on qualifying programs or income (135% of the Federal Poverty Guidelines under federal rules)

ACP at a glance (program ended)

  • Launched in 2021 as a larger, separate benefit (up to $30/month, $75/month on Tribal lands)
  • Funded through a fixed, one-time congressional appropriation
  • Stopped accepting new applications in February 2024 once funding ran low
  • Formally wound down in mid-2024 after Congress did not approve additional funding
